Proof of reserves means matching claims against wallets, flows and withdrawal status. It does not mean guessing intent or making accusations without evidence.

Off-chain claims are compared against visible on-chain balances when a public wallet can be measured.
Can holders leave?
Withdrawal freezes matter because they turn a displayed balance into a permissioned IOU.
